Irakli Kaviladze graduated from
Tbilisi State University, with the specialty of an Engineering
Geologist. In 1985-1991, he worked at Caucasian Institute of
Mineral Resources, where he studied primary and secondary
admixtures in experimental samples by means of chemical and thermal
analyses, determined the content of heavy metals in water and soil
in Armenia, Azerbaijan, Northern Russia and Georgia. Since 1998, he
had been gaining theoretical knowledge and practical experience in
the fields of environmental protection and social/resettlement
issues through relevant trainings held in
Georgia within the scope
of
the internationalprograms for
technical Assistance of the European Union, World Bank,
European Bank for Reconstruction and Development
(EBRD) and United States Environmental Protection
Agency. In 2006, Irakli Kaviladze was
certified as a Lead Auditor of Environmental and Quality Management
Systems by International Register of Certified Auditors
(IRCA), and in 2015, he was re-graded as a
Principal Auditor. Since 2014, he has been an “Examplar
Global” certified trainer and examiner of
ISO Quality, Environmental, Occupational Health
and Safety Systems (ISO 14001:2015/EMS, ISO 9001:2015/QMS,
ISO 45001:2018 / OH&S, ISO 19011:2018).
In
2003-2005, Irakli Kaviladze was a Senior Environmental
Consultant/Waste Management Expert of Beicip-Franlab Consortium
(France) for Baku-Tbilisi-Ceyhan Oil Pipeline Monitoring and Audit
Project. He conducted monitoring/audit of implementation of
Environmental Management Plans according to WB/EBRD Environmental
Safeguard Policies and participated in the preparation of monthly
audit reports. In 2006-2007, Irakli Kaviladze worked at Georgian
Oil and Gas Corporation in the positions of a Senior Environmental
Expert and Environmental Management Systems Auditor. In this
period, he, together with multi-branch group of experts, within the
scopes of Baku-Tbilisi-Ceyhan (BTC) and South-Caucasian Pipeline
(SCP) Projects, reviewed and audited the submitted environmental
and technical management plans on their compliance with Georgian
and International legislation, standards and norms.
Since 2008, he has been a Director of
“Eco-Spectri”
Ltd. and Chairman of the Project Management
Council. Mr. Irakli Kaviladze has an over a
20-year-long work experience as an environmental, social and
resettlement expert both, with Georgian governmental and
international finance institutions (WB, EBRD, ADB, USAID,
UNDP, IEB, KfW). A number of consultation services at
different preparation stages of large-scale projects have been
developed by him, including preliminary feasibility studies,
detailed design and project implementation phases. Overall, as an
environmental, resettlement and social security consultant and a
team leader, Mr. Irakli Kaviladze was engaged in
the large-scale projects, covering power engineering (construction
of sub-stations and transmission lines), oil and natural gas, road
construction, waste and landfill management issues, water supply
and drainage systems, development of tourism infrastructure and
many other fields. He has developed environmental impact framework
documents, environmental impact assessment reports, environmental
management plans and mitigation measures, environmental audit
reports, resettlement policy framework documents, resettlement
action plans, etc. He has vast working experience in different
countries, including Azerbaijan,
Armenia, Tajikistan,
Uzbekistan, Turkmenistan,
Kazakhstan, Pakistan,
Bulgaria, Moldova and
Russia.
In
2013-2014, Irakli Kaviladze, as a project manager
and international environmental auditor, realized ADB
(Asian Development Bank) project “RETA
7548: Improving the Implementation of
Environmental Safeguards in Central and West Asia. IDC:
Environmental Safeguards Training Consultant and Third Party
Auditor – Georgia, Azerbaijan, Armenia, Kirgizstan and
Tajikistan” in 5 countries. Within the scope of the given
project, he conducted 18 two days on the job trainings on ADB
Environmental safeguards requirements, roles and responsibilities
of environmental specialists of EAs, construction and supervisory
companies in the five countries; he accomplished more than 20
third-party environmental audits for ADB-financed projects in
Armenia, Azerbaijan, Georgia, Kirgizstan and
Tajikistan.
In
2015-2017, he worked as a Social and Resettlement Consultant for
project “RETA 7433: Mainstreaming Land Acquisition and Resettlement
Safeguards in the Central and West Asia Region”. In 2018-2019,
Irakli Kaviladze, within the scope of WB Project “World Bank
Requirements to Accomplish Environmental and Social Impact
Assessment and Monitoring Procedures for Sub-Projects”, held
trainings in the following cities of Uzbekistan: Bukhara, Tashkent,
Andizhan, Urgenchi and Termez.
Irakli Kaviladze has
participated in a number of international and regional conferences
and workshops. He has published a number of scientific works in
internationally recognized scientific journals.
