Ketevan Dgebuadze
Environmental Safeguards
and Resettlement Consultant :
Ketevan
Dgebuadze graduated from Tbilisi State University, with
the specialty of Master of Biology. In 1988-1995, she worked at
Beritashvli Institute of Physiology and studied brain
cortical-thalamus interactions. In 2001-2005, Ketevan
Dgebuadze worked as an Executive Secretary of WB Europe
and Central Asia (ECA) NGO Working Group and
ensured the capacity building of non-governmental organizations in
line with the World Bank policy and environmental and social
requirements and their active engagement in public hearings within
the scope of the WB-funded projects.
In
2005-2007, she participated in Eurasian Foundation Project
“Baku-Tbilisi-Ceyhan Oil Pipeline Monitoring and
Dialogue Initiative” (PMDI). As an environmental
working group coordinator, she provided the review and audit of the
Environmental Management Plans developed by British Petroleum and
environmental monitoring of the construction sites. In 2007-2008,
she worked in the position of an Environmental and Social
Safeguards Consultant at Millennium Challenge Georgia
(MCG). In this position, she ensured the
implementation of “Samtskhe-Javakheti Road Rehabilitation
Project” in compliance with the World Bank Environmental
and Social Policy and requirements. In 2011-2014, she worked as a
head of the Environmental and Resettlement Unit of Georgian State
Electrosystem (GSE). Since 2014 to date,
Ketevan Dgebuadze has been employed as an ADB
International Environmental Consultant in Georgia and
Uzbekistan.
From 2015 Ketevan Dgebuadze is
certified as a Lead Auditor of Environmental Management Systems
(EMS), Quality Management Systems and Auditing
Management Systems - ISO
14001:2015, ISO 9001:2015 and
ISO 19011:2018 by “Exemplar
Global”. From 2019, she is certified as an Auditor/Lead
Auditor of Occupational health and safety management systems
(ISO 45001:2018) by “Exemplar
Global”. From December, 2019, Ketevan
Dgebuadze is promoted to the accredited Lead Auditor of
Environmental management systems (ISO 14001:2015)
by “Exemplar Global”.
As
an individual environmental and social/resettlement expert,
Ketevan Dgebuadze has over 20-year-long working
experience both, with Georgian governmental and international
institutions (WB, EBRD, ADB, USAID, UNDP, EIB,
KfW). So far, she has rendered a number of consultation
services in various phases of development of large projects,
including preliminary feasibility, detailed design and project
implementation. Overall, as an environmental, resettlement and
social protection consultant, she was engaged in large-scale
projects covering: power engineering (construction of substations
and transmission lines), oil and natural gas, road construction,
waste and landfill management issues, water supply and drainage
systems, development of tourist infrastructure and many other
fields. She has developed environmental assessment and review
framework (EARF), environmental impact assessment
(EIA) reports, environmental management plans and
mitigation measures for a number of infrastructural projects,
environmental audit reports, resettlement action plans, etc.
Besides Georgia, she has working experience in other countries,
such as: Azerbaijan, Armenia, Tajikistan, Uzbekistan,
Kyrgyzstan and Bulgaria.
In
2013-2014, Ketevan Dgebuadze, as a project
manager and international environmental auditor,
implemented an ADB Project “RETA 7548: Improving
the Implementation of Environmental Safeguards in Central and West
Asia; IDC: Environmental Safeguards Training Consultant and Third
Party Auditor – Georgia, Azerbaijan, Armenia, Kirgizstan
and Tajikistan” in 5 countries. Within the scope of the
given Project, she conducted 18-day-long trainings for
environmental specialists of the Executing Agencies/PIUs and
construction and supervisory companies. She accomplished
third-party environmental audits of more than ADB-funded 20
projects in Armenia, Azerbaijan, Georgia, Kirgizstan and
Tajikistan.
Since 2014, as an ADB international environmental
consultant in Georgia and
Uzbekistan, Keti Dgebuadze has
been conducting trainings for Executing Agencies/PIUs and
construction and supervisory companies regarding monitoring
mechanisms, grievance mechanisms, site environmental management
plans, responsibilities of the environmental specialists of the
project implementing unit, environmental risk assessment and other
issues. She also conducts environmental monitoring of the
construction sites to check the compliance of the implementation of
specific environmental management plans. Her duties also include
the examination of, commenting on and supporting with semiannual
environmental monitoring and environmental impact assessment
(EIA) reports developed by the project
implementing agencies for ongoing projects in order to improve the
documents in line with the ADB requirements.
Ketevan Dgebuadze participated
in a number of international and regional conferences and
workshops. She has published a number of scientific papers in the
international scientific journals.
